Supreme Court quashes NEET- A report

The Union Health Ministry has sought legal opinion on whether it can file a review petition on the Supreme Court order quashing a common entrance test for admission to under-graduate and post-graduate courses in medical and dental colleges.

Top health ministry officials were in a huddle last evening to discuss the ramifications of the Supreme Court order.

Over seven lakh students took the National Eligibility-cum-Entrance Test (NEET) this year for under-graduate courses conducted by the CBSE on behalf of the Medical Council of India (MCI).

Yesterday the Supreme Court ruled that the NEET cannot continue because the MCI is not empowered to hold it.

So private medical and dental universities and colleges will now have the right to conduct their own entrance exams. Critics point out that in many of these institutions, admissions are sold instead of being based on merit.

Without a common entrance exam, they argue, the colleges will have a free run to sell seats.

"MBBS seats are sold upto 40 to 60 lakh...post-graduate seats are sold for upto two crore rupees and this will get worse," said Dr Ravindranath who belongs to an organisation called Doctors for Social Equality, which is committed to eradicate "poverty and suffering" in Tamil Nadu.

The managements of private colleges, many of who had fought the common entrance exam, deny malpractices and say they must have the right to determine their own admission processes including exams.

Students worry that they will now have to spend much more on traveling to different places for the multiple entrance exams.

Aravint Santhosh, who is 18 and studying in Chennai, said that students will now have to prepare for an array of exams for Delhi's famous AIIMs, the Armed Forces College, and others.

The three judges who heard the case included Chief Justice Altamas Kabir, who was judging his last case. He was one of two judges who said that the council is not empowered to conduct the exam. One disagreed.

"Holding of National Eligibility Entrance Test (NEET) is legal, practical and is the need of the society. Hence, I have dissented," Justice Anil R Dave said.

The judges made it clear that the verdict will not affect the admissions which have already taken place.

NEET paper pattern

(I) Pattern of the Entrance Examination:

The Entrance Examination consists of one paper containing, 180 objective type questions (four options with single correct answer) from Physics, Chemistry and Biology (Botany and Zoology) to be answered on the specially designed machine-gradable sheet using Ball Point Pen only.
The duration of paper would be 03 (three) hours.

(II) Language of the Question Papers:
  1. All candidates can opt for Question Paper either in English or in Hindi.
  2. Candidates seeking admission under 15% All India quota seats and in AFMC should appear in the examination either in English or Hindi only.
  3. Candidates who have passed/appearing their class XII or equivalent qualifying examination from the State Boards of Andhra Pradesh, Assam, Gujarat, Maharashtra, Tamil Nadu and West Bengal and seeking admission in the institutions located in the State concerned under State Quota seats only can opt for Question Paper in their respective Regional Language i.e. Telugu, Assamese, Gujarati, Marathi, Tamil and Bengali.
  4. Candidates seeking admission under State Quota seats of more than one State should appear in the examination either in English or Hindi only.
  5. Candidates opting for English would be provided Test Booklet in English only and the candidates opting for other languages would be provided Test Booklet in English with translation in the language as per choice of the candidate.
  6. Candidates opting for Question Paper in Regional languages should choose Centre Cities within the geographical limit of the State concerned.
  7. Option of Question Paper should be exercised while filling in the application form and the option once exercised by candidates cannot be changed later.
  8. In case of any ambiguity in translation of any of the questions, its English version shall be treated as final.

Though NEET is an All India Entrance Test, the seats for medical colleges are reserved 15% in each state for its residents. The counselling for ALL India Medical/Dental NEET UG 2013 begins from 10th July.

Cut-off...!! Are you out despite having a good rank?

The MCI is of the opinion that having a cut-off percentile of eligible applicants in the exam for admission to undergraduate medical courses in India would be necessary in view of the huge number of applicants taking the entrance examination.
Sources said the MCI was keen to fix the cut-off of 50 per cent for general and 40 per cent for reserved candidates, as without such a cut-off the percentile score of candidates given admission to MBBS would come down drastically going by the previous year's scores.

NEET..........What is this so rumoured thing?

NEET, the acronym of National Eligibility cum Entrance Test, conducted by the Medical Council of India in collaboration with the Central Board of Secondary Education, is an all India entrance test for around 36000 medical seats all over India (including private medical colleges), excepting a few like JIPMER, AIIMS etc. With a few discrepancies obviously, regarding examination formalities like photo size, language of paper, the test this year has been quite a success in terms of response in the very year of incorporation. In fact, medical aspirants all over India have no other alternative than NEET as most of the states have stopped conducting separate entrance examinations. With a very clearly defined syllabus, NEET has made accessibility of seats of medical education to deserving candidates easier compared to the previous system of separate entrance examinations for most institutions. The examination is basically composed of three parts of questions, totaling up to a sum of 720 marks for 180 questions, 90 from biology and 45 each from Physics and Chemistry. With a negative marking of -1 for each wrong answer and +4 marks for each right answer, the competition is tough. The examination this year was conducted all over India on 5th May. A total of 717127 candidates were eligible to appear in the out of which 658040 candidates appeared in the test and 366317 candidates have qualified the test. The test was conducted at 1251 examination centres located in 85 cities all over India and abroad. The result of candidates appeared in the NEET-UG indicates marks obtained in each subject, percentile score, NEET All India Rank, Rank for All India Quota Seats, AFMC and State Quota seats.
The cut off score for qualifying in NEET-UG is also provided in the Result Sheet. The counseling is conducted by the respective Counseling Authorities through personal appearance/online counseling subject to rules and norms for admission in Medical Colleges/Dental Colleges under their ambit.
